Requirements

1. Actively developed
2. Supports themes
3. Supports integration with mailing lists, e.g. with a email<->forum bridge
4. Supports LDAP authentication
5. Has adequate spam prevention measures

Some of the functionality can be written pretty easily even if it's not present right now.
